Eamon Sharkey
Executive Director, GOAL USA
Eamon Sharkey is the Executive Director of GOAL USA. Based in New York, he is leading the organization’s growth in North America, overseeing an expanding team, strengthening program support and excellence, and cultivating a community of support among generous individuals, corporations, foundations, and government. He previously served as GOAL’s Director of Fundraising and Marketing, based in Dublin, from 2018-2023.
Before joining GOAL, Eamon spent time in the humanitarian sector with Trocaire and Caritas, and brings over 12 years experience in marketing, e-commerce, communications and fundraising in Ireland and Australia.
He holds a Bachelor of Arts from University College Dublin, and Masters in both International Development and Business Administration.
Eamon believes in the power of compelling communications to convey the importance of global issues, such as inequality, poverty and climate change, and how every person can play their part in creating a fairer and just world for all.


Bernard McCaul
President of Global Program Design, Innovation and Business Development
Bernard McCaul has worked with GOAL for almost ten years, mainly in Latin America where he held the posts of Regional Director for LAC and Country Director for Central America.
In Latin America he led the development of GOAL’s Urban Resilience, Blue Economy and Humanitarian Leadership programs.
He was lead author of GOAL’s Analysis of Resilience of Communities to Disaster, and Resilience for Social Systems Approaches. Experienced in developing and delivering large public private partnerships, primarily in the water services sector, Bernard is a trained advocate in systems thinking for development.


Ed Kenney
Vice President of Development & Communications, GOAL USA
Ed Kenney joined GOAL USA as Vice President for Development & Communications in 2023, working with a growing leadership team to build a stronger community ion support for GOAL’s mission in the US.
Before joining GOAL USA, he worked for two years as a communications and marketing consultant for clients in the private and non-profit sectors. Prior to that he worked for 13 years at Concern Worldwide US, the last six as Vice President of Communications.
There helped build a team, both in the US and globally, leveraging expertise in new digital media tools, a track record in documentary production, entrepreneurship, and strategic communications. He worked in 12 countries, eventually assuming leadership of the marketing & communications teams, propelling the organization to 100%+ income and staff growth through leadership of strategic planning, branding, digital expansion, direct marketing, and other key initiatives.
Earlier, he was part of the start-up team of strategic communications firm, McDermott Ventures. As senior vice president, his clients included nonprofit and minority-led businesses, commercial and residential real estate developers, and energy utilities. He also partnered with the CEO in the launch of a successful performing arts management practice.
Ed graduated with honors from the College of the Holy Cross, has completed coursework toward an MS in Nonprofit Management from Suffolk University, and recently received a certificate in Diversity & Inclusion from Cornell University.


Vicky Long
Vice President for Development, GOAL USA
Vicky Long is Vice President for Development of GOAL USA, responsible for cultivating a growing portfolio of institutional and US Government support. She joins after a term as GOAL’s Interim Global Director, FBD (Funding and Business Development), which began in October 2022. Vicky joined GOAL’s Business Development Unit in 2015, initially to support GOAL’s Emergency Response work in Guinea, Nepal, Ukraine, and Iraq, in addition to leading the development of strategic bids with USAID, BHA, BPRM, EU, ECHO, FCDO and GIZ.
In recent years, Vicky took on the roles of Strategic Partnerships Manager in 2017, Senior Business Development and Innovation Manager in 2019 and more recently was appointed Head of Business Development in 2021.
Prior to joining GOAL, Vicky worked in the LAC region for eight years, principally in Ecuador in roles ranging from Institutional Development for a Regional NGO, to working for private sector companies as a CSR Lead and as principal coordinator of a public private partnership education project funded by the Spanish Government (AECID).
Vicky holds a Master’s Degree in Strategy and Innovation from University of Maynooth Business School and a BA from the University of Sheffield


Juan Sheenan
Vice President for Development, GOAL USA
Juan Sheenan joined GOAL USA in 2024 as Vice President for Development, responsible for cultivating a broad portfolio of US Government and institutional support.
Previously, he worked for Catholic Relief Services beginning in 2001, serving in a variety of posts in Africa and Latin America. Most recently, he served as CRS Country Manager for Mozambique, overseeing the implementation of both development and emergency programming, with significant operations supporting conflict-affected families and IDPs in Cabo Delgado province. Before that, he was Country Representative for Zambia, focusing on HIV and AIDS projects funded by CDC as well as WASH and nutrition projects in the Eastern and Luapula Provinces. Mr. Sheenan also served as CRS’ Country Representative for Honduras for more than six years after four years in Angola.
Mr. Sheenan worked briefly in Mozambique with the United Nations Development Program as an HIV/AIDS Representative and spent two years as a Peace Corps volunteer in Namibia.
Before starting his international career, Mr. Sheenan worked as an investment manager for Bankers Trust of New York and Chase Manhattan Bank. He holds a B.S. in Mathematics from Caldwell College and a Master’s degree in International Policy Studies from the Monterey Institute of International Studies. He is fluent in both Spanish and Portuguese.


Isabelle Bremaud
Regional Resilience Advisor, GOAL USA
Isabelle Bremaud is GOAL USA’s Regional Resilience Advisor for the USAID-funded Momentum Integrated Health Resilience (MIHR) partnership. She joined GOAL in 2017 as the Global Resilience Advisor, before assuming her current role in September 2022.
She brings over 25 years of experience in Disaster Risk Reduction and Resilience strengthening as project manager, consultant, and technical advisor, working across Asia, Latin America, the Caribbean, and Africa. She has led and supported a diversity of resilience activities and processes – ranging from strategic planning to program design and implementation, advocacy activities, and evaluations. Her primary focus is the development of technical guidance for practitioners and capacity development.
She works in French, English and Spanish, and holds a BSc in Aid and Development as well as Master’s degree in Research in Disaster Management.


Chevy Morris
Operations Manager, GOAL USA
Chevy Morris is the Operations Manager at GOAL USA and is based in Washington D.C. He has worked with GOAL USA since November 2021 and supports management of overall operations, budgets, and projects, as well as funding and business development with US-based donors. Immediately prior to joining GOAL USA, Chevy supported operations in IRC’s Afghan evacuation and resettlement response in the US.
As a skilled Arabic speaker Chevy has for several years worked with humanitarian and development NGOs in Jordan, including with the Carter Center as a Syria-focused humanitarian and conflict researcher, and in Za’atari Refugee Camp as a project assistant, and later project coordinator, supporting implementation of IRD and UNHCR’s community engagement and WASH projects. In 2018, Chevy co-founded an environmental initiative in Jordan, EcoHikers, which continues to engage volunteers and raise environmental awareness.
Chevy is a graduate and alumni of the Network on Humanitarian Action (NOHA) through which he earned an MSc in International Humanitarian Action in 2021 with studies completed in University College Dublin in Ireland, Universidad de Deusto in Spain, and Tata Institute for Social Sciences in India.


Andrea Patterson
Health Resilience Lead, GOAL USA
Andrea Patterson is GOAL USA’s Health Resilience Lead. She brings 15 years of experience in senior health leadership roles that combine strategy, planning, technical support and advocacy in conflict and post conflict countries in Africa, Asia and the Middle East.
Andrea is passionate about building capacity and fostering resilience within communities, emphasizing sustainable, integrated, and interconnected approaches to address diverse health needs. She has led collaboration efforts with technical teams, partners, and senior management to deliver impactful health programs for the most vulnerable populations.
For the previous six years, Andrea was Country Director at Relief International leading on the expansion of complex health programs for Syrian populations in Lebanon, Syria and Türkiye. Prior to this, Andrea served as health advisor with IRC in different field-based capacities, designing and leading maternal, newborn and child health programs, reproductive health and family planning and community health initiatives. She has a keen interest in evidence-based programming and has contributed to several studies and research initiatives with London School of Hygiene and Tropical Medicine (LSHTM), John Hopkins, Columbia University, and IOM.
She holds an MSc in Public Health from LSHTM and an MA in Human Security and Peacebuilding from Royal Roads.


Philip Farrell
Operations Manager, GOAL USA
Philip Farrell is the Operations Manager of GOAL USA.
He previously served as Accountability & Learning Advisor for GOAL Global and is based in the United States. Phil has worked with GOAL since May 2016, initially as part of the agency’s Ethics & Compliance Department. From 2017 to 2019 Mr. Farrell worked as the Accountability Advisor to GOAL’s response in Northwest Syria, maintaining management and supervision of GOAL’s beneficiary selection, community feedback, and community engagement functions.
Prior to joining GOAL, Mr. Farrell worked with the Global Disaster Preparedness Center (GDPC), an international reference center of the IFRC, and the Post-Conflict Research Center (PCRC), a Sarajevo-based non-governmental organization. Mr. Farrell also previously taught English in Japan between 2008 and 2012. He earned his Bachelor of Arts degree in Public Administration from the University of Limerick, Ireland, followed by a Master of Arts degree in Peace & Development Studies from the same institution.


Siobhan Walsh
Chief Executive, GOAL Global
Siobhan has 27 years’ experience in the set-up, development and management of Non-Governmental Organizations (NGOs), and has experience in countries across Asia and Africa including Sudan, Chad, Rwanda, DR Congo, Liberia, Malawi, Sierra Leone, India, Ethiopia, Burundi, Tanzania, Uganda, Afghanistan and Somalia.
Siobhan worked in the US for 17 years where she led the start-up and growth of Concern Worldwide US as Executive Director. During this time she also served as Project Director for a five-year Concern Worldwide US $42m research and development project with the Bill & Melinda Gates Foundation, “Innovations for Maternal Newborn and Child Health,” which focused on Sierra Leone, India, Malawi and Ghana.
Following her departure from Concern Worldwide US, Siobhan spent 2 years in the private sector in mergers and acquisitions in the US and China. She worked as Strategy Advisor with the founders of a non-profit, the Rory Staunton Foundation, focused on sepsis education and prevention. She was also Strategy Advisor for CyArk, a non-profit headquartered in San Francisco.
In August 2018 Siobhan returned to Ireland to take up the role of CEO of GOAL.
She holds a bachelor’s degree in French and Economics, and post-graduate diplomas in Social/Economic Policy and Community Development and Marketing. Siobhan was awarded the position of Young Global Leader of the World Economic Forum, 2007 – 2012. Other leadership training includes Harvard Executive Management School, Yale University and George Mason University.


Una Ni Murchu
Legal Counsel
Una joined GOAL as Legal Counsel in Sept 2023, from Bidvest Noonan where she was also Legal Counsel.
Prior to that, Una was Legal Counsel for five years at Tesco Ireland and previously held similar positions at Abbey Capital Limited and Author Cox.
Una holds a Masters in European Union Law, Alternative Dispute Resolution and a Post Graduate Diploma, European Union Law from King’s College London and LLB, Law from TCD.
Alison was admitted as a solicitor to the Law Society of Ireland in 2010.


Martin Dunlea
Chief Information & Operations Officer, GOAL Global
Martin has extensive experience as a CIO/COO, executive technology leader and management consultant. He has over 20 years’ experience working in global organisations, defining, and delivering global business strategies and support in large multi-national organisations in North American, LATAM, Europe and Asia.
Martin holds an MBA from Trinity College Dublin, a B.Eng. from University College Cork and is an Adjunct Professor / Mentor in Cork University Business School, UCC. He is a Chartered Engineer, (IEI), and a graduate of the Executive Development Programmes IMI(IE), IESE(ES) and Cranfield (UK).
His primary focus is to provide strategic direction in the development of GOAL’s business operation processes and optimisation of technology to support GOAL’s Strategy 2025. The diversity of the portfolio includes management responsibility for global IT, procurement, logistics, compliance, and business optimisation.
