Job Purpose
As the Deputy Director of Programme Operations, you will play a key leadership role, supporting the Director of Programme Operations. You will assist with the smooth running of critical functions within the programme department and play a pivotal role in shaping the future of the organization’s program delivery and operational effectiveness. This position requires a dynamic leader who can assist with driving strategic change while ensuring excellence across all functions.
Key Areas of Responsibility:
Ensure Operational Excellence:
- Drive the action points from quarterly dashboard reviews.
- Align strategic goals between HQ and country operations.
- Enhance communication between desk officers and field teams.
- Facilitate cross-regional learning and best practice sharing.
- Lead transformation initiatives to increase operational efficiency.
- Streamline processes and enhance collaboration across functions.
- Foster a culture of innovation, accountability, and continuous improvement
Institutional Donor Support and Advocacy:
- Build and maintain relationships with institutional donors.
- Ensure compliance with donor requirements and secure funding.
- Collaborate with the advocacy team to align operational priorities with advocacy strategies.
Skills & Qualifications
- Proven experience in senior program management within a global NGO or international development organization (including significant field operations experience running both development and emergency programs.
- Strong understanding of risk management in complex environments.
- Solid experience in donor management and compliance.
- Expertise in financial modelling and management.
- Demonstrated ability to lead business change initiatives.
- Strong analytical, problem-solving, and strategic planning skills.
- Previous experience of managing and developing a team and the ability to lead, motivate and develop others.

**GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin**
